Is it a bad idea to run a vaccum of a 15 amp outlet?

The vaccum is 12 amps and also plugged into the outlet is a computer (2amps) and a phone charger (.75 amps).
Will it trip the breaker?

You are close the 15 A max for the breaker on that circuit (if all your appliances are connected on the same), but you are OK.
Something else you should know: In the US, homes are feed with two-phases (or what is called single-phase 3-wire). Within the home many circuits are connected to one phase and others to the other phase. There are two reasons for this: 1) It balances the loads; 2) In case of failure on one phase, you will have some lights on some rooms or on some outlets on the same room, that are powered, so you are not totally in the dark.
Breakers are thermal and will trip if the overload is persistent. Of course you cannot expect a 15 Amp breaker to trip exactly at 15 Amps. Like the other answerer said 15 amps protects #14 wire used in your home from overheating causing a fire. 20 Amps is used for #12 wire in places like the kitchen and laundry rooms.
The temperature on those Romex type jacketed wires will rise only a little, far from what may cause them to ignite.
